FACTS or FIGHTING WORDS?

To continue to use the NEP as an all purpose cudgel is disingenuous at best, but as a means of denouncing Stephane Dion's new Green Shift carbon tax it is a desperate and false argument. Mind you, who wouldn't be desperate to perpetuate the status quo in Alberta? Oil is pushing $150 a barrel. Major international corporations are devastating great swaths of land, using up energy and fresh water to produce crude that is shipped to foreign lands to be refined. They dump their waste tailings into open ponds, flout contractual obligations to restore the tundra and produce massive amounts of greenhouse gases. Alberta collects royalties other oil-producing nations consider laughable and yet this month the provincial government announced that taxpayers would pay $2-billion to filthy rich companies to help them clean up some of their own mess.

Canada is a stable democratic country with a finite resource that is in soaring demand. The oil industry isn't going to bet on Venezuela and Nigeria, nor is it going to tap into a wellspring of new crude in New Hampshire. The expectation that big oil has a responsibility to Albertans and to all Canadians is neither a challenge to Alberta's prosperity nor an insidious plot to undermine the province's sovereignty. Joe--the very fact that this is a question that has to be asked is more than
enough to tell us how far Political Correctness is defeating common sense in
this country.

We did not let British cattle into Canada when the Mad Cow outbreak was in
full swing. We do not let people who have been in Britain give blood for a
stipulated period, and yet we let this plague into Canada? Did we not learn
anything from the contaminated blood fiasco? Did we not see how easily and
rapidly this disease is spread? As you mentioned, we do not have healthcare
in Canada but see nothing wrong with allowing this disease and infected
people into Canada?

When my kids were in school in Alberta, the school and the parents were
denied any information if there were any HIV infected kids in our school.
The teachers refused to clean up blood from kids with bloody noses or cuts.
Other kids were forced to do that. So the teachers knew the dangers but did
not protect the kids.

The pdf file makes me ill. Yes, this is a human rights issue--the rights of
Canadians are the ones that are being ignored here. There is no concern for
the citizen, only the infected. Not the Canadian, but the immigrant. Why
would disclosure be a 'difficult issue'? Kids with measles are not allowed
to go to school, but HIV is treated like a pimple? And we, the taxpayer,
funded this abomination???

To answer your first question--NO IMMIGRANT WITH HIV (or who test HIV
positive) SHOULD BE ALLOWED INTO CANADA! That should make the second
question moot--but I have no belief that Health Canada or any government
would dare stand up and state the obvious. We have fallen down the hole of
complete denial of reality, and our children and grandchildren will pay the
price. The power of a word--'notifiable' as opposed to 'reportable'. Again
with the word games while Canada rots.

We tag all livestock to 'protect the consumer' but see nothing wrong with
letting these diseased humans into Canada, people who can infect the rest of
us with impunity? If HIV immigrants are 'special status' already you can
bet they will be protected by our politically correct laws against any legal
or moral argument. The very fact that they are allowed into Canada has
assured their protection from the law.

Joe--thanks for asking these questions. It makes my head hurt to even try
to comprehend the 'thinking' of those in charge of this benighted country.

That is a very good question, of course politicians fear those as it may
cost them some votes. Particular the group votes we have today.
 
To me, HIV in any form or place should be a reported sickness and the
responsibility should be that it is made public. New Immigrants should be
denied as our health system is not geared well enough financially to
deal with the extra cost. Much of that is already leaning on our system
with the import of seniors or family that have not contributed in any form
to the system but lean on it heavily. There was a time that imported
members were the sole responsibility of the importer, even that the
doors were left open for many, in my view, to misuse  the system.

QUESTIONS:

This may seem to have come out of the blue but there
are continuing reports of immigrants passing on HIV  

This and the Canadian health care system having to   
assume the substantial costs for treatment lead me to
raise the questions that follow.

Tuberculosis and syphilis are considered reportable diseases by the federal immigration department, but HIV has only been designated a "notifiable" disease. There are no mandatory conditions for follow-up for immigrants who test positive for HIV. However, every province and territory lists HIV as a reportable disease.

Between 2002 and 2006 there were 2,567 immigration applicants who tested positive for HIV during
their medical exams among the 1.2 million immigrants to Canada accepted during the same period.

Of those HIV-positive applicants, 89 per cent were determined to be medically admissible to Canada.

In the August issue of Harpers is an essay compiled from Thomas Frank's latest book The Wrecking Crew. Jack Abramoff's rise to fame among the campus youth and his 'political entrepreneurship' which took over Conservatives and Washington is a telling background to where the US is today.
 
 What of the rippling effect for Conservatives in Canada who should examine this legacy together with that of the 'Crazies'  as Wolfiwitz, Cheney, Rumsfeld, Bush SR were called in their halcyon days under a Regan administration. It is important that Canadians connect the dots back to themselves. Napoleon said that to know a nation's foreign policy is to study its geography. Well, we know who our neighbour is but must we emulate its stupidity full stop?
 
In the US, we see a Republican (conservative) Party having been hijacked and far removed from its earlier days with leadership which has brought the US to dangerously new lows.
 
In Canada we see a conservative party whose leader (our Prime Minister) is influenced by the Calgary School of thinking based on  the philosophy of Tom Flanagan with his American Republican roots. It seems that our Prime Minister is guided by a few individuals who appear quite ready to have Canada brought to new lows like its neighbour with the harmonization of our standards (SPP), Bills C-51 and C-52 penalties which remove  our civil liberties and protection under law, as well as  our taxes going for perpetual war
 
Do supporters of the CPC realize that they no longer have the benefit of Burkian thinking which is compatible with a democratic process and  the well being of a  middleclass in a sovereign nation? There is no upside for the coming generations in having our own version of a Wrecking Crew as far as I can see.

One of the best aspects of this forum is the odd occasion of reasoned debate, especially from those who have an opposing point of view. I am thankful Anne Dickinson takes part, for her response to my "I don't give a shit" views on Omar Khadr were indeed thought provoking and well presented.  In fact, I found myself agreeing with just about everything she stated in her comments published on July 18th.

Where our views depart was Anne basing the reason we should care for this individual's fate on the fact that this Afghan Taliban irregular is actually a Canadian citizen. This might be true, in law, but it would appear that Omar's birth in Toronto makes him as much a "Canadian" as being born in the back seat of a car makes one a "Buick." Other than his days of contributing to our society in a Toronto maternity ward, how long has Omar actually spent in this country, being Canadian? I suspect he has spent much more time on the island of Cuba, never mind his time in Pakistan, than he ever spent within the borders of this nation. Please correct me if I am wrong.

Nothing from this family's actions would indicate that they came to this country, had their children born on our soil, with any intention of making a contribution to this nation. It would seem that to them, Canada provides nothing more than a citizenship of convenience, one that might provide a safe haven from the consequences of their actions while living their lives on the other side of the world.  Other than that, I doubt folks like you and I have exactly been in their hearts and minds.

Based on his upbringing and life experiences, even prior to his capture, I wonder if Omar would view our plucking of him from his present plight with sincere gratitude for our compassion, or see it as yet another example of our weak pathetic western values? Should he be set free, would he become a good Canadian, or even a good Pakistani, or is there a good chance a Canadian soldier will end up a future victim due to our misplaced benevolence?

These are questions that need to be answered before we get too wrapped up in worrying how we can bring this poor Canadian boy "home." If home is where the heart is, I suspect we are all strangers to him.

"Dear Mr. Harper:

"I think it is time for you to come out of your bubble, or down from the
mountain top, and do your duty with respect to Omar Khadr.

"Omar Khadr should be brought home IMMEDIATELY.  There are three major
reasons for this.

"1. Omar Khadr is a Canadian citizen.  Whether you like it or not, he is
"our" problem.  Trying to get the United States to do our "dirty
work" (assuming that there is "dirty work" to be done) is clearly an
abdication of responsibility.

"2. The "system of justice" that the United States has invented to "try"
Omar Khadr and the other Guantanamo detainees is a sham.  George Bush
and Co. are clearly making it up as they go along -- and they are
clearly also doing their damnest to make sure that the legal safeguards
that apply to all other "normal" prosecutions in the United States will
not apply.  The concept of "illegal combatants" is a joke, merely a fig
leaf to avoid having to answer to the international community, never
mind the U.S. courts, for the treatment of these people.

"3. At the time of the incident leading to Omar Khadr's detention he was
legally only a child.  To suggest that Omar Khadr should -- at the time
-- have had the perceptions of an adult, especially in a society that is
as family-oriented and paternalistic as those of Afghanistan and
Pakistan, is clearly wrong.

Hello Joe:

I want to add one other thought regarding U.S. justice that should scare
the *** out of all Canadians.

The U.S. treatment of Omar Khadr illustrates the American penchant for
inventing "laws" that suit the immediate purposes of the political
leadership.  There is another example that has been reported a few times
but which has not had much media play.

It appears that if I, for example, physically cross the geographical
boundary of the United States and then I am subsequently refused
admission to the United States by U.S. Immigration, then I have NO LEGAL
RIGHTS WHATSOEVER.  U.S. authorities are under no obligation to simply
return me to Canada, and my status as a Canadian citizen means diddly
squat.

This position has, I understand, been upheld by the U.S. courts.  It is,
of course, the legal precedent under which the United States was able to
take Maher Arar into custody when he tried to transit through New York
on his way back to Canada.  He was physically in the United States, but
he had not been admitted to the United States.  Thus he had no legal
protections, and the U.S. authorities were perfectly free to make him
disappear -- which they tried very hard to do.

This is why I am personally very reluctant to enter the United States.
My only protection comes in the case of air travel departing from
Canadian cities where there is pre-boarding clearance.  Then if I am
refused entry, I am still physically in Canada and I still have rights.

There is one other extension of this which is perhaps even more scary.
If I am on a flight transiting U.S. airspace and my flight is forced to
land in the United States for whatever reason, including an in-flight
emergency, then U.S. authorities reserve the right to inquire into the
status of every person on that flight.  And if they find someone that
they "don't like", then the above-mentioned precedent applies: that
person is physically in the United States, but has not been admitted to
the United States, and thus he/she has no rights.

The United States authorities of course claim that they are "only
looking for terrorists".  But the definition of a terrorist is elastic
at best, especially when the evidence that is used to brand someone a
terrorist is kept secret.  And the United States seemingly makes no
apologies for cases of "mistaken identity."

Scary!  And Harper and Co. seem to have no problems with this ... !

Activists in Canada have wrung some changes from the government in regard to Bill C51 the bill is so draconian that it stands as a warning to all of us of what corporate/government agencies will do to destroy alternative movements that are growing, whether in health or in food, and the means that they are using.

The bill derives its forces from the Codex Alimentarius, created by the United Nations in 1962, through a series of relationships between The World Health Organization (WHO), the Food and Agriculture Organization (FAO), the World Trade Organization (WTO) as well as the American FDA and USDA.  

The dangerous elements of the Codex are first, that these standards are devised as international rules intended for world-wide adoption, and second, that they classify nutrients as toxins.

"The Codex Commission decided­with the support of the United States­to use something called Risk Assessment, which assesses the maximum level of a substance ­ in this case a nutrient -- that may be ingested without causing any discernable biological effect. 

Risk Assessment is a branch of Toxicology, a.k.a. the science of toxins (as opposed to the science of nutrition). In a sane world, it is used to assess how much of a toxic substance you can safely eat without noticing any physical effects or problems. As soon as there is a biological effect, you have hit the upper, maximum limit for that substance. 

Codex is slowly but surely shimmying into position to mandate the universal maximum "safe" level of every vitamin, mineral, supplement and herb that may legally be manufactured, used or sold -- with "safe" being a level that has no physical effect." 

Bill C51 would amend Canadian law to allow trade agreements to become law without Parliamentary involvement and "for the regulation to incorporate documents produced by a foreign state or subdivision of a foreign state."  If Canada adopts the Codex rules, supplements would be treated on a toxicology scale and if the North American Union goes into effect, the United States and Mexico would "may have little choice but to fall under the same umbrella of laws and standards."

So, what happens in Canada could be our future. 

"And, even if you refuse to believe that the North American Union will ever take place, passing similar, potentially restricting natural health laws in the U.S. will be a whole lot easier if Canada sets the precedent."

What seems critical to watch in all the current large bills aimed at "protecting" our health or food, is the radical alteration of terminology.  Bill C51, for instance, replaces the word "drug" with "therapeutic product," the same term for all natural products, thus setting natural products up to be controlled as though they were drugs, and "toxins."  More, the bill redefines "sell" which we have always understood to mean to distribute with consideration - that is, for payment of some kind. 

But the new definition of "sell" in Bill C51 is "includes offer for sale, expose for sale or have in possession for sale, or distribute to one or more persons, whether or not the distribution is made for consideration and in relation to a device, includes lease, offer for lease, expose for lease or have in possession for lease."

That is, for free.  This would include sharing and giving, and the criminalization of either if the thing being shared were any nutrient  the government wished to control.  That could include herbs and even food.  Raw milk people, alert by now?  Seed bankers should also be on the edge of their seats since all of this is coming down from the Codex was influenced by the WTO and our USDA and FDA, which are Monsanto controlled.  And seed banking is the sane, generous, caring, biodiversity-protective solution to the genetically engineered patented and biologically devastating trap Monsanto has lured farmers into around the world.

Mercola reports that "Canadian Health Minister Tony Clement decided to make some vital changes to the bill after rallies were organized across Canada by the Canadian Health Food Association, which represents manufacturers, wholesalers and retailers in the natural products industry.

The Natural Health Products Protection Association also launched a campaign to rid the bill of its "police state" powers to search private property for illegal products, stating the proposed legislation "read like a police state manual."

After hearing the opposition, Mr. Clement admitted that "it became clear that some things that we thought were implicit in the bill needed to be spelled out."

To me, that particular statement sounds a bit funny coming from a lawyer (he was previously employed as legal counsel with the law firm Bennett Jones LLP.), and this incident of "oops, I didn't see those loopholes," unfortunately ends up smelling like industry infiltration."

I think you can call the fear irrational since, as Ottawa journalist Dan Gardner shows in his utterly reassuring book on fear, Risk, our chances of being a victim of terror before or since then are less than of dying in traffic or drowning. The threat of terror, such as it really is, should be effectively dealt with but not magnified and especially not manipulated for other political goals.

By that I mean the way Western leaders have played on excessive fears to pursue quite separate ends, such as eliminating Saddam Hussein or taking control of Mideast oil. The backlash to their policies has increased the dangers of terror, which augments the sense of fear and allows them to justify further policies. The politics of fear could be the caption for the new millennium.

It's worth a glance back at earlier phases in the politics of fear. The hysterical anti-communism of the 1950s was known as The Great Fear, when reds were under the beds. In the 1960s, the fear turned toward youth, and in Canada, toward Quebec separatists. The seventies saw efforts to terrify people about terrorism. The 1980s, under Ronald Reagan, meant a reprise of The Great Fear with the result, common to sequels, of farce. That ended with the sudden, unpredicted implosion of the hitherto horrifying Soviet empire - a force far more formidable in its time than "Islamic terror."

Or revert to another presidential moment: the 1933 inauguration: "The only thing we have to fear is fear itself," said Franklin Roosevelt from his wheelchair. How refreshing. What a different take on fear. He faced grave threats from fascist armies, the Soviet ideological challenge and a global depression -- all of which dwarf our problems (except perhaps our unique environmental threat). He added that he meant "nameless, unreasoning, unjustified terror." The genuine threats can be handled.

People in a real fight seem calm, they haven't much time for fear. The trouble with those false and exaggerated fears is they drag your attention away from the real ones, including, as FDR said, fear itself.

Regarding Omar Khadr-
 
Some people don't give a shit in this world and some people can't help themselves, they care too much, to a fault, sometimes to their own ruin.
 
One such person is Romeo Dollaire, our very own Cassandra who sees the horror to come  and cries out against it but can't stop it and can't make the people that pull the levers understand that what he foresees will happen or,if it does, that it matters.
 
He saw the horror to come in Rwanda  but was unable to persuade the powers that be that the people  who were hacked to death in  the streets counted for something. After all, the important thing was keeping the UN soldiers themselves safe from harm and getting those foreign nationals out of there in one piece
 
And after struggling with the demons that dogged him after that horror and speaking up for the child soldiers in Africa  he again had to be silenced for his outraged reaction to the indifference of the Canadian government  to the plight of  Omar Khadr, the child soldier who is the last citizen of a western nation still held in Guantanamo.
 
Because Dollaire said that if we fight terror by acting beyond the law we are no better than they, and have lost the battle already , he was accused of going too far. .No matter that Colin Powell and others, especially those who had served in the armed forces, were opposed to this little adventure in Gauntanamo... evidently we are so anxious  to be seen as trustworthy partners in this "war against terror" we don't care what freedoms and rights must be subverted along the way.
 
The whole Khadr fiasco is a black eye against the US and against Canada who are now held up for censure around the world.
 
Omar Khadr, it has been said, has been betrayed by everyone who should have been looking out for his welfare. The fist among those offenders are his family.His father, now dead,and his mother have used him shamefully. His mother and sister whose interview on national TV a few years ago goes a long way to explain the indifference many feel toward the plight of young Omar, have no place now on the news ringing their hands about his pitiable situation. The documentary of the Khadr family portrayed those two harpies very clearly;  their  playing of the system, their disdain for Canadian ways and embracing of  extremism and violence were disgusting.
 
His mothers enthusiasm for the idea of her children dying as fighters makes his lawyers present attempt to cast her as the grieving mother ring hollow. All of her sons have paid the price of her convictions. It is too late now to go on TV lamenting their fate when she herself put them in harms way.
 
 Omar has been betrayed by  his family first of all, but he has also been let down by his country.He is a Canadian citizen and should at least be given due process here. Guantanamo is a blot on the civilized world.By permitting a Canadian citizen and especially one who was a child at the time of his imprisonment to rot there,even playing along  by sending our own spies  to interview him in that hell hole ( can you help me stay in Cuba? yuck, yuck ) Canada alone among western nations has aligned itself with this disgraceful episode. Soon I am sure, the place will be closed down and all who were involved covered in shame in the pages of history. Those who were involved were of course the neo con adventurers in the Bush  government and, thanks to our acquiescence in the Khadr affair, alone among western nations, Canada.

Someone sent me a 'joke' the other day, in essense proving that Iraq is
safer than Chicago. This because there were only X number of US military
killed in Iraq while in Chicago there were many more killed! This 'joke'
tells more than it meant to, I think. No where did it mention all the Iraqis
killed in the same area. Collateral damage indeed!

The real message here is that no one should fight back against the West. If
they want your land they should be given it. What right does anyone have to
disobey the elite? Sound familiar?

Were our soldiers bombed by the US just collateral damage too? Yes,
apparently!

If this 'collateral damage' continues we will be able to bring our soldiers
home. There will be no schools left standing and no children left to
attend. Our 'mission' will have been accomplished!

We are spoon fed words like 'collateral damage' and 'smart bombs' and have
no concept of what is really happening. We howl when we have long wait
lines for healthcare. These people have nothing, and then they get blown up
in their homes. But not to worry, they are only 'collateral damage'!. How
much more arrogant can we get?

We are so used to hearing government justifications for things they screw
up(to use Harper's favourite word) making it easier to swallow these spin
words. Will we ever mature enough to see reality for what it is?

Is the last sentence justification for killing so many innocent people--"we
are so busy protecting our asses against the people that don't want us in
their country that we find it essential to kill everyone that moves"?

Hey--if we were not there they would not be trying to kill us! And don't
give me the crap about 9/11 and the 'terrorists'. These people cannot ride
their donkeys across the ocean. They are the innocent. We are the
terrorists!

It is seventeen years since America and Britain embarked on their 'Final Solution' for the population of Iraq.

The forty two day carpet bombing, enjoined by thirty two other countries, against a country of just twenty five million souls, with a youthful, conscript army, with broadly half the population under sixteen, and no air force, was just the beginning of a United Nations led, global siege of near mediaeval ferocity. Having, as James Baker boasted they would, reduced 'Iraq to a pre-industrial age', the country was denied all normality : trade, aid, telecommunications, power, sanitation, water repairs, seeds, foods, pharmaceuticals, medical equipment.

As I write, seventeen years ago, Iraq would be entering the second week of a barbaric, near twenty four hour a day, carpet bombing, which, then, as now (lest we forget - yet again) scrupulously ignored Protocol 1, Additional to the Geneva Convention of 1977:

'It is prohibited to attack, destroy, remove or render useless objects indispensable to the survival of the civilian population, such as foodstuffs, agricultural areas for the production of foodstuffs, crops, livestock, drinking water installations and supplies such as irrigation works (denying them) to the civilian population or to the adverse Party ... for any motive.'

The blitzkrieg on Iraq deliberately targeted all 'indispensable to survival'.

Within twenty four hours, most was destroyed. The electricity went off within two hours, leaving patients on life support machines and vital equipment, babies in incubators, or those on oxygen to die. Refrigerators defrosted, all medicine needing refrigeration, blood banks and vital saline solutions for the injured were destroyed. Food rotted and between the bombing and the bank closures (latter for fear of looting) replacements were scarce to unbuyable.

In Najav, seventy dialysis patients, 'old friends', said the senior nurse in charge of the unit, died for want of electricity. The water supply was deliberately destroyed, parts denied subsequently by the pathetic, US-UK dominated Sanctions Committee - a Committee without a backbone between them - and remains lethal to this day.

This was the plan  by US Central Command, it seems, all along. The destruction of Iraq's water system has been described by Professor Nagy and Stephanie Miller as: 'a slow motion holocaust'. Few could have put it better.
