Frances Russell is a Winnipeg-based freelance journalist and author.

This is also occurring in other resources - non or renewable resources. I have seen the same things occurring in the fishery industry, where the big guys are eating the little fish processors/harvesters for breakfast. Ditto for industries in mining and forestry products.

As always, if someone should have the fortitude to fight back - the big guys go running to government and the courts that govern so-called free trade disputes, crying foul!  The latest, being Abitibi-Botwater, who brought the mill in Grand-Falls Windsor, long before the free trade agreement was put in place. They brought the mill, knowing that they had free use of our water and forests, in exchange for operation of the paper mill. The agreement took place 100 years ago, when Newfoundland was its own nation, and not as an British colony as has been stated in the newspaper.

It is time for governments to wake up or we will have another economic crisis in another 30 years, caused again by the greed of the big guys.

Joe Stephen Harpers End game is to have a Conservative majority and he will use every means available to achieve this objective and nothing will stop him.  He has momentum on his side. He has gained seats in every election since 2002 and all he needs are 12 seats to get a majority.

    Why did he give Ontario 21 new seats, most which are in rural Ontario?.
*    He has written off Quebec except for the five Quebec city seats.
    The game is to gain 12, seats plus the five he'll lose in Quebec, that's 17. 
    Where will he get the seats?
    Retain the 139 in the Rest of Canada, pick up seats in rural Ontario, BC, Alberta, who will also get new seats, and rural Manitoba.
    How do you engineer an election without it looking like you planned it.
    Meet with the Liberals and split the coalition
    Let the Bloq and the NDP vote a piece of legislation down.
    Caution he cannot let the Liberals gain strength an momentum he must strike before the May Liberal conference.
 
Watch for it. Mr. Harper is a chess player and he never makes a move unless he knows the next five moves. The whole political process is a political chess game. John Dowson

Not quite sure how to read things here in Winnipeg.
When economic signals are positive, we have a long debate on a new stadium and for a proposed private takeover of the so-called community owned Winnipeg Football club.
In negative times, we now see there may be a rush to sign on to a new stadium by three levels of government. All in the name of infrastructure initiatives being a remedy to what ails the economy.
