What are the advantages and disadvantages of a carbon tax compared with emissions trading?
What are the advantages and disadvantages of a carbon tax compared with emissions trading? In answering this question I assume
that we want to adopt a serious federal climate change policy that will significantly reduce greenhouse gas emissions in Canada.

Intellectually, people get it. But they don't feel it -- and they won't pay for it.
This is what makes "cap an trade" policies (in which the emissions of major polluters are capped and emissions permits traded) so popular among politicians. They satisfy the public that something is being done about climate change. But they don't ask people to contribute a cent.
At least not up front. Economists agree that the costs imposed on industry by cap-and-trade are simply passed on to consumers in the form of higher prices. But even if consumers notice those higher prices, they won't know their origin. And for politicians, ignorance is bliss.
By contrast, Dion's carbon tax is transparent. It's a tax. We will all pay it. This, plus the fact that most economists feel a carbon tax is better policy than cap and trade, should make it a winner.
But it won't be, not as long as the public remains of two minds on climate change.
