THE GREAT DEBATE

The importance of Stéphane Dion's proposed national carbon tax goes beyond whether or not it is the best approach to take.

Monies have been spent again and again and again portraying him as a weak willed incompetent incapable of leading, right?

Yet with this proposal he has defined an issue which has placed himself under attack from the parties of both Left and Right
"Both the Conservatives and the NDP advocate setting carbon emissions caps for big industry instead of imposing a new tax"
http://www.canada.com/ottawacitizen/news/story.html?id=3b14a7bd-4fb9-495d-9185-bf0625afda80

In the House of Commons Conservative MP Jason Kenney, repeatedly said "Canadians won't be fooled by this Liberal tax trick."

Is it? Go to http://www.thegreenshift.ca/default_e.aspx?frame=calculator_e.aspx and you can work out precisely what is being
promised you so you can hold them to account should they get to put it into operation.

It's sad to post the following two links. Harper and Dion both changed their positions so both are either liars or adjust to reality.

Following are the best articles I've seen to this point clarifying to some degree the +/- s of the Dion><Harper/Layton approach

There are those receiving the Digest who have greater familiarity with the choices than I or have come across articles that shed light.

In either case please share what you know,

Joe

Carbon busting 101
What are the advantages and disadvantages of a carbon tax compared with emissions trading?

What are the advantages and disadvantages of a carbon tax compared with emissions trading? In answering this question I assume
that we want to adopt a serious federal climate change policy that will significantly reduce greenhouse gas emissions in Canada.
http://www.canada.com/ottawacitizen/news/opinion/story.html?id=d793de47-5a64-40da-8a73-ae2c063d8719

The problem with climate change is that it's abstract. It's all about gas concentrations, and statistics and computer modelling. The conscious mind can understand all that and it can figure out that climate change is indeed a serious threat. But the unconscious mind? It shrugs.

Intellectually, people get it. But they don't feel it -- and they won't pay for it.

This is what makes "cap an trade" policies (in which the emissions of major polluters are capped and emissions permits traded) so popular among politicians. They satisfy the public that something is being done about climate change. But they don't ask people to contribute a cent.

At least not up front. Economists agree that the costs imposed on industry by cap-and-trade are simply passed on to consumers in the form of higher prices. But even if consumers notice those higher prices, they won't know their origin. And for politicians, ignorance is bliss.

By contrast, Dion's carbon tax is transparent. It's a tax. We will all pay it. This, plus the fact that most economists feel a carbon tax is better policy than cap and trade, should make it a winner.

But it won't be, not as long as the public remains of two minds on climate change.
