The legislation implementing the Budget is now available.  In the United States of America it has long been the pattern to tack on provisions unrelated to the purpose of a Bill in order to facilitate passage.  To vote against the Bill over the "tack-on" and the entire legislation is defeated.  It is likely that opponents will swallow the bile they feel and vote in favour of the Bill, tack-on and all.

In Canada, under a Parliamentary system voting down a Budget Bill not only defeats positive measures but generally results in an election.  In the current situation there is some uncertainty because if the Government with only a minority in the House of Commons the Governor-General has the option of asking the official opposition to try to form a new government.

Read through what follows, Part 10, Part 11, Part 12, Part 13, Part 14 and Part 15;  in your view are these relevant to the following stated goals?

The message to Ignatieff is to "Accept Bill C-10 or force an election".

This was hurriedly put together.  There are other sections in the Act unrelated to Budget goals.  One, I'm told, makes retroactive regulations in regard to student loan applications that could have serious implications for students who made errors on past applications - but you'll have to read the Bill yourself to find them.

Part 10 enacts the Expenditure Restraint Act. The purpose of that Act is to put in place a reasonable and an affordable approach to compensation across the federal public sector in support of responsible fiscal management in a difficult economic environment.

Part 11 enacts the Public Sector Equitable Compensation Act and makes consequential amendments to other Acts. The purpose of the Act is to ensure that proactive measures are taken to provide employees in female predominant job groups with equitable compensation.

Part 12 amends the Competition Act. The amendments include
(a) introducing a dual-track approach to agreements between competitors, with a limited criminal anti-cartel provision and a civil provision to address other agreements that substantially lessen or prevent competition;

Part 13 amends the Investment Canada Act so that the review of an investment will be applied only to the more significant investments. It also amends the Act to allow more information to be made public. This Part also provides for the review of foreign investments in Canada that could threaten national security and allows the Governor in Council to take any measures that the Governor in Council considers advisable to protect national security, such as prohibiting a non-Canadian from implementing an investment.

Part 14 amends the Canada Transportation Act to provide the Governor in Council with flexibility to increase the foreign ownership limit from the existing levels to a maximum of 49%.

Part 15 amends the Air Canada Public Participation Act in relation to the mandatory provisions in the articles of Air Canada regarding constraints imposed on the issue, transfer and ownership of shares. It provides for the repeal of the provisions requiring that the articles of Air Canada contain provisions imposing limits on non-resident share ownership and the repeal of the provisions requiring that the articles of Air Canada contain provisions respecting the enforcement of these constraints.
