Hi Joe:

You raise some interesting questions in regards to Harper's Economic Action Plan, all of which we must wait to see what the answers might be. What skills are to be developed and for what age groups and level of education? No idea, yet. What will be the financing partnership between the feds and the provinces to pay for the projects? Don't know.

I don't know why you might think this might affect equalization payments, as I did not see any flags risen on that file, but you never know.

You wonder how balanced budgets might be restored, with the debt increasing and taxes permanently lowered. Personally, I think the feds should only be spending on what we need, with reserves to stimulate the economy only in times such as these. In more prosperous times, I think the feds (and all levels of government) should be stingy as hell and not spend like drunken sailors. A more prudent approach to federal spending during the good times should go a long way in restoring balanced budgets. It is a simple formula; tax less, spend less.

As for the components of C-10, I guess will tell as to how the changes in the various Acts will be justified. I do know that in a minority government situation, if we don't like what we see and seek a change it wouldn't take much to convince the opposition to pull the plug.

My only suggestion is that if we are being socialists anyways, and giving a bunch of public cash in the form of corporate welfare is certainly a socialist endeavor, then we might as well do it right and get some bang for our bucks. Appointed experts (even if they can be found internally but just lower on the corporate food chain) in the chain of command for a limited term within these corporations might ensure our money will be best spent and deliver the best return for our investment. To my way of thinking, more than a few of the top honchos of these outfits should be kicked out the door for a job poorly done instead of just turning over our piggy bank to the bums. Just a thought.
