Let's just say that that's highly unlikely. No Leader worth his salt lets men and women he can't trust in a pinch back into Caucus. A Caucus suspension is the ultimate in final warnings. Party expulsion is death.
The ONLY way that Mr. Casey can conceivably getr resurrected is if it looks like every seat will count in an upcoming election, and his seat is marginal, and his being readmitted will likely secure the seat. Add to that that Mr. Casey will have to play kissy ... uuhh ... face.

Joe,
You refer the matter of Bill C-52 to those who may be concerned.
Should we not everyone of us be concerned with Bill C-52?
I offer below only two points from http://nhppa.org/ showing our existing protections and how Bill C-52 will remove those protections. Bill C-52 is dangerous to all Canadians who value their freedoms under law in that it is the Penalty section which should be the area of concentration.
My MP tells me that throughout the summer Bill C-52 is being made ready for action in September. Little time is left for Canadians to say that this does concern us all and for each person to take action against this thievery of our rights.

Existing Protection
The Abolition of the Law of Trespass
As a British Colony we inherited the British Common Law on trespass. Indeed, it has been one of the foundations of our right to own and enjoy property that no one, including the police, can come onto our property or interfere with our property. We consider this to be such a fundamental freedom that when suing for trespass upon our land, we do not even have to prove we suffered any damage or loss. The law has traditionally held the right to private enjoyment of our land to be so significant, that the mere trespass upon it is enough to get a civil judgment.
Our right to enjoy property free of trespass is not limited to land. We have the right to enjoy our personal property without interference. Anyone who interferes with our personal property commits trespass.
We hold the right to the private enjoyment of property as so important, that we have placed specific provisions in the Criminal Code to protect it
Removal of Protection
Bill C-52 abolishes the law of trespass. Subsection 21(3) provides:
An inspector who is carrying out their functions may enter on or pass through or over private property without being liable for doing so and without the owner of the property having the right to object to that use of the property.--------

The Abolition of the Independent Review Board
Existing Protection
Under the Hazardous Products Act, State actions and orders affecting private property can be appealed to a Board of Review (see section 8 and 9).
An appeal to the Board of Review under the Hazardous Products Act is like an appeal to a Court. The Board of Review has the power to:
- compel witnesses to attend before the Board of Review;
- compel persons to produce documents;
- compel witnesses to testify under oath;
- hire experts to assist it to make a fair determination, and
- employ clerks and court reporters as necessary to ensure a proper hearing.
It is clear that under the Hazardous Products Act property owners are protected by having an independent Board of Review which acts like an independent Court to adjudicate between the State and the property owner. In this way the current system upholds the rule of law.
Removal of Protection
Bill C-52 does not have the Board of Review procedural safeguard. There are two types of orders under Bill C-52: inspector orders and Minister orders (see ss. 32, 33, and 39). The Ministerial orders are a repetition of the power to make orders found in the Hazardous Products Act. However, unlike the Hazardous Products Act, there is no Board of Review-------

Joe-- When has that EVER been the aim of any government to 'protect the
citizen'????? Their aim is to protect the Corportocracy and control the
citizenry. Health Canada has done such a fine job of 'protecting citizens'
to date. NOT!!! How many deaths go unreported every year that are due to
prescription drugs? How soon we forget the death and destruction suffered
by thousands of Canadians through the contaminated blood Health Canada
allowed to be given--and fired the Doctor that warned the blood supply was
contaminated.
C68 has done such a fine job of 'protecting citizens. NOT!!! It has made
us sitting ducks for criminals who are now arming themselves with knives.
Wait until the government starts registering knives. Then baseball bats
etc. All the while denying that it is the CRIMINAL that should be
'registered' and incarcerated(not in a Club Fed jail either). Yup, they are
desperate to protect the citizen!
Since when are we incapable of making our own judgements on what we use for
ourselves? I guess if we just leave every decision up to the government we
would all be happy and healthy? If we let them invade our homes and
property they will be able to direct us to live like good little robots? A
man's home is his castle, and it looks as if we are going to have to build
moats and ramparts to keep the invader out.
I find it passing strange that we are dictated to by the SCOC in rulings
like SSM and Abortion, but now our government wants to bypass the courts so
they are in control of every breath we take or what we want to eat and
drink, how we use our private property.
Governments have proven that they are incapable of 'legislating' where their
duties do lie, but now they want to control us even more. And we are just
supposed to delete the information?? I wish we could delete our governments
and get on with our lives.
Sadly, we need another Magna Carta. It is not the crown but our own
'elected' representatives that are acting like autocratic monarchs.
Knowledge is our only defence. If we refuse to to learn we are just making
it easy for the dictators. Don't delete, but read what is our and our
children's future'! Is this what we want?

Joe,
Both have been on my agenda, and have written about it many times,
my MP did send an unsigned letter assuring that is was not to make a
deal with the pharmaceutical/ This I still doubt.
During the Charlottetown Referendum the pharmaceutical donated
250 thousand top cover the cost, within weeks after the failure, Mulroney
extended the 10 year drug protection to 20 years as a pay back.
The natural products are a pain to the pharmaceuticals as it interferes
with their profits.
