In my view there can be no deadline "to end the war in Afghanistan." set by the United Nations or the U.S. and its allied countries acting under the U.N. mandate. Neither can there be an end to "air strikes by international military forces" because the air strikes which are a tactical necessity.

Negotiations without there being preconditions from the U.N. U.S. and Afghan Government side are necessary. This would hive off the insurgents prepared to talk from those demanding foreigners leave first.

Two choices: negotiating as above or continuing conflict. The Pashtuns will continue fighting, as they have throughout history.
