"We should expect acrimony at NATO over the situation in Pakistan. War by committee is always difficult, but these strikes into Pakistan have caused discomfort in Europe because there doesn't appear to be a clear strategy behind it – or certainly not a strategy that has been discussed seriously by America's allies," said Etienne de Durand, director of the Centre for Strategic Studies at the French Institute for International Relations in Paris.
